Renewable Energy

Introduction

The Lemanu and La’apui administration, at the forefront of our renewable energy initiatives, have made significant strides to reduce our carbon footprint. Through the implementation of various programs, we have set a clear vision for American Samoa to become self-sustainable in the use of clean, renewable energy.

Solar Panels

Solar power potential for residential homes and school facilities is currently on hold due to the 'Power Purchase Agreements' (PPAs) ASPA has with Korean Solar and Japanese windmill companies. The proposed windmill farm, with a capacity of 42MW, and the solar farm, with a capacity of 20MW, could address 80% of our island's energy needs. TEO is eagerly awaiting the outcome of these projects, hoping they will deliver based on information from these off-island companies. 

Education

In education, TEO is forging a partnership with ASTCA for the elementary schools' 'STEAM' competition. This collaboration is a testament to our commitment to fostering a culture of innovation and sustainability from a young age. Furthermore, our State & Territory Energy Program is eagerly looking forward to more coordination with ASDOE to partner up for Energy Efficiency and Awareness programs for all the schools of the Territory.

Electric Vehicles

TEO is only aware of the governor's directive that the ASG will set the example of transitioning its vehicle fleet from fuel to electric. TEO is now in the process of purchasing electric vehicles in line with the governor's directive. As for charging stations, DPW and ASEPA coordinated efforts are still being finalized for the proposed corridor charging stations strategically placed around the island.

Wind Farms

ASPA continues to explore opportunities and engage concessions to assist in developing resources in these areas and the geo-mapping of wind zones across the territory.

Territorial Energy Office Initiatives

Training for Residential Energy Contractors (TREC) and Energy Auditor Training (EAT), both are geared towards workforce development and entrepreneurship, increase job skills training, and address inequity in the energy efficiency workforce by supporting "Minority, Women, and Disadvantaged Business Enterprise" (MWDBE).  In addition to this, TEO is also securing funding for Energy Codes and how it can be integrated with the Territory's building codes to ensure energy-efficient homes.

Affordability Utility Cost

Unable to move forward with residential solar panels, TEO can only assist our clientele through our LIHEAP program, which provides monetary assistance to families that qualify to help with electrical bills. A LIWHAP program offered the same assistance for water bills, but it was only for one year and is no longer available.  

LIHWAP Program year 2021-2022 for low-income users:

• Total households assisted: 740
• Total people assisted: 3,607
• Total elderly assisted: 341 (60 yrs and older)
• Total disabled assisted: 70
• Total children assisted: 1,500 (0 – 19 yrs.)

The Lemanu and La’apui administration has made significant strides in advancing renewable energy to reduce our carbon footprint and move towards a self-sustainable future for American Samoa. With ambitious solar and wind energy projects, our long-term goal is to meet most of the island’s energy needs. Our commitment to education and innovation is evident through partnerships and programs that foster a culture of sustainability from a young age. The transition to electric vehicles and the development of strategic charging infrastructure demonstrate a forward-thinking approach to reducing emissions. The Territorial Energy Office's initiatives in workforce development, energy efficiency, and affordability ensure that the benefits of these advancements are accessible to all. The administration's dedication to renewable energy and environmental stewardship is paving the way for a cleaner, greener, and more sustainable future for American Samoa.
